The USADA gives their results to the NSAC who is responsible for enforcement of their own PED policies. The USADA does not "punish" boxers if they test positive, the State Athletic Commission does. Floyd Mayweather Jr and Victor Ortiz have had their urine tested as part of the official drug tests sanctioned by the Nevada State Athletic Commission (NASC), and both fighters have supplied clean urine, according to NASC chairman Keith Kizer. The testing is routine for the commission and is not part of the additional random blood testing - conducted by the United States Anti-Doping Agency that the two boxers are also contractually obliged to.

The first round of Nevada State Athletic Commission drug testing for Floyd Mayweather Jr and Victor Ortiz came back clean yesterday. To be clear, this is not the random USADA testing that Mayweather and Ortiz are doing, but part one of three Nevada tests.
