The USADA gives their results to the NSAC who is responsible for enforcement of their own PED policies. The USADA does not "punish" boxers if they test positive, the State Athletic Commission does. When the NSAC said both fighters came up clean, that means: "ALL TEST RESULTS (Including the USADA tests) have been done, and both fighters are clean." The USADA does not need to make a separate statement saying the exact same thing. That is redundant and unnecessary as the NSAC is the governing body, not the USADA.
