Absolutely not. He hit hard enough but he'd break you down with a lot of punches then take you out. He was never the kind of guy that'd run in and bomb you out in a round or two. He never had the kind of power that could completely turn a fight around either.

Solid puncher? Yes.
Hardest ever? Certainly not.
Joe wasn't the hardest punching heavyweight, but his left hook was lethal. Most fans who know the sport will tell you that. Still a hard puncher acknowledged by many of his opponents.

Single shot one punch power goes to Shavers, Baer and perhaps Fitz.

Most power in both hands combined, George Foreman is #1, followed by Liston and Tyson.
