Donaire-Nishioka was apparently going to take place at the Mall of Asia stadium but didn't because showing the fight on HBO was far more important for both his wallet and his career. That's still the case today and given how terribly HBO's last broadcast in Mexico went I don't see them going back there any time in the future.
Take out the extra money at the gate and it is still a good fight to get the average boxing fan excited about Donaire. Arum has staged fights closer to the border or in places that could still exploit the Mexican boxing fan enthusiasm though. You could be right and using Mexico City may be about raising awareness of the fight more than anything else.
