the head moves and as you said aim for the chest you will catch them on the chin as they roll and or slip.
if you look at the chin your going to have a hard time seeing those shots coming, and your opponent knows where your eyes are he knows what your zoning in on, looking at the chest you can see his movements while at the same time he will not know where your planning to score
Watching the chin might work and help target with stationary fighters, but the only thing it would help against a Joe Frazier type would be helping you miss.
Chest, chest, chest. I've heard some say shoulders, but I think that we might just be talking about the same thing, as you sort of watch both.
