I think in italy, germany, france the people who really understand boxing are very few, so it's easy to silence an hometown decision, because it's either that, home-fighter being over protected, or no boxing shows. The promoters and managers can freely protect their interests and investments on hometown boxers, because there is no one who is able to generate a scandal or just protect the interests of the foreign fighters.
In football, when in a game there is a bad referee decision, the whole nation feels outraged, and everyone knows that. In boxing, no one cares, only the fans, but they can't boycot the promoters, who are the only ones to offer the product-boxing to the public
