It could be because Bute is not interested in a paper title when he has earned the right to fight for the IBF Title.
I don't think even Lacy was number one rated challenger...... It was vacant with Lacy being 2......Bute rated 3 ......and that Russian Dude 4.....and I forget who was rated 5.
