But everytime I read or hear the name Angulo, I see him with that collar around his neck and it's hard for me to take him seriously.

Angulo beats him. He needs to be outboxed and Vanes does not have the tools to keep at a distance for 12 rounds or the power to stop Angulo.
Ouma was able to pressure Vanes and even beat him as some thought. Angulo is bigger stronger and better.
