I never got this argument.

Before the Eastern Europeans burst on the scene, the American media printed a magazine stating Rahman, Chambers, Peter, and Tony Thompson were going to be the next all time greats and so on, so whose to say that those 3 wouldn't be considered ATGs if it wasn't for Eastern Euros? Both of Chambers' loses come from Soviet Bloc fighters, in Sam Peter's 5 defeats, 4 of them came from ex-Soviet boxers, Thompson's notable loss is to Vlad.

Let me ask you this question. Outside of Lennox Lewis (who Vitali busted up) how many ATGs have the Klitschko's avoided or have not beat?
