Zaytsev lost 16:14 to the French boxer in the semi final. There was only one spot left in the 64 kg class. That spot went to the Turk. You can watch Zaytsev's fight here at 0:57:00:

There's only six spots for Europe in the 91 kg class. These fighters qualified at the Worlds for Europe:

Olexandr Usyk, UKR
Teymur Mammadov, AZE
Sergey Korneyev, BLR
Artur Beterbiyev, RUS

That's only four spots, but actually the first spot went to the winner of the World Series Boxing individual finals in May last year:

Clemente Russo, ITA

And when you add Pulev you have filled the six spots.
