I have little doubt that Cerdan would beat Graziano. He was a better, more composed boxer who could match him for strength.

America never saw prime Marcel Cerdan.
He was already 30 when he made his USA debut.
He'd take Rocky.

The prime Cerdan who fought the likes of Ralph Burnley in boxing contests that could barely pass off as professional bouts?

I don't think they missed out on much. Not meaning to disrespect Cerdan too much but we must acknowledge that he fought absolutely no one in almost a hundred of his first professional bouts. He was too much for Graziano though. That much is fairly clear when watching him fight.
