Default Why don't people in welter/light weight division unify belts?

I find it weird how you have all these top welters and you have mayweather claiming he is god's gift to boxing, yet none of these guys are out trying to unify belts. Is this a phenomena of only smaller weight classes, because heavys usually try to unify them.

Thats a good question...i know in welterweight, you have mayweather who only cares about wbc (he didn't pay sanctioning fee to recieve mosley's belt). Pac had a belt, but him and mayweather wouldv'e had to fight to unify. Then you have Bailey and Malignagi with a belt. Problem is that for the bigger superstars, they choose their opponents for different reasons than whether or not they are belt holders.
