Has Manny Pacman ever used Performance-Enhancing Drugs at any time in his career?

I'm not saying he has, but i'm am unsure.

Seeing a boxers physique physically change, over a period of time, when he is already a grown man, and then seeing him deflate a little, when suspicion is aroused, can lead people to come to certain conclusions.

It's like a murder trial without a body. All the circumstantial evidence lines up, but there's absolutely no proof.

(I consider EPO to be the most likely choice: tons of energy, only detectable for 48 hours and only by blood tests)
