there are various fighters throughout boxing history that have lost their belts, not inside of the ring, but because of not choosing to pay for the high sanctioning fees for keeping them. now wlad has the WBO,IBF,WBA,IBF belts. has he been paying the sanctioning fees for his respective belts which he has been holding for so many years now? just wondering

Of course. Part of being a recognized champion is, unfortunately, paying the required sanctioning fees to the organizations whose belt you hold. Another part is making all your mandatories on time, which Wlad has been impressive in doing, especially since he isn't Mexican or Panamanian, and thus must actually fight his mandatories.

What does his race have to do with being able to fight his mandatories and stuff? |

Because Mexicans especially have had the rules bent and outright broken for them many time by the corrupt WBC. There are really no notable Mexican heavyweights so the Klits have little to wirry about. They're also the biggest earners in that division so the orgs don't want to see them go either.
