Why is he? What has he done to earn that distinction?

He lost, in many people's opinion, controversially to Froch in 2009, has a win over Abraham when Abraham, ahead on all cards, got himself disqualified in 2010 and in 2011 he beat Cunningham via TKO. That's not the resume of the 2nd best fighter in the weight class - that's the resume of a sencond-rate fighter.

Dirrell has done nothing this year and nothing in two years to be relevant to the current Super Middleweight division, and as such a win over him would mean absolutely nothing to Ward's legacy.

A little. It certainly wouldn't hurt his legacy, but it isn't like Ward "needs" Dirrell.

It adds about as much as beating Pavlik is about to, I'd say.
