Well depends on if we're talking about

a) scariest 'looking' boxer (to the casual guy in a bar fight)
- or -
b) boxer who scared most of his professional boxing opponents in the ring by his aura

Two different things IMO. To any casual guy in a bar fight Valuev will look much more dangerous and scary than prime Mike Tyson.
