James Braddock

I like that you've mentioned Johnson, I love that guy. When you line up his luck and his ability there's a huge disparity that's for sure. But he's more guts and work ability I suppose, though he's technically proficient.

Steve Little was the only World Champion there, the others held alphabet crap...

But anyway I would rank them

1 Pendelton
2 Johnson
3 Seabrooks
3 Weaver
4 Smith
5 Little
6 Jarugi
7 Grant

Others that come to mind:

Billy Backus
Juan Meza
Steve Robinson
Pipino Cuevas
Dennis Andries
Verno Phillips

Always had a soft spot for Johnson.

The man is more sweat than talent but he became Ring Magazines fighter of the year.

Bit of a latter day Jersey Joe Walcott or Jimmy Braddock.
