Default Question about drug testing

I've been noticing a lot of threads lately about fights having no drug testing. I believe this is relating to fighters opting not to use agencies such as vada or usada. I was under the impression that any fight is subject to some form of testing done by the state athletic commission, but is this true?

If so then there is no such thing as a fight having ZERO testing with the exception of some shady business in the past. Since when did using a outside agency like vada or usada become the measuring stick of how much testing should be done on a fight? If that's the case right now then boxing must be much more riddled with drugs than we think.

its definitely riddled with drugs on a BIG scale
boxing not having one federation means that fighters have more loopholes to jump through, and it means that fighters can take option fights if their opponents don't agree to their demands
this isn't more true than with the big players (pac, Floyd), who can dictate fights on their own terms because if anyone disagrees with them, then they can move on to someone else
federations are toothless against fighters like pac and Floyd, because the weight they carry is more than anything the federations can offset...and what fighter won't make concessions for a million dollar payday that they will never see again?
