If we agree that the bomber and the greatest hold the top two slots in whatever order you preffer based on acomplishment then we have to ask the next question.

Who comes closest to challenging them for a top 2 spot based on paper resume.

My personal pick would be Jack Johnson though I expect that to be controvertial.

A chief criticism of Lil Artha has always concerned his chin. Choynski and Ketchel were hardly giant competitors, yet one took him out in just three rounds (and literally schooled him in their jail cell afterwards), and the other one flattened him with a single punch. (The argument has been made that Ketchel suckerpunched Johnson, but if somebody tries that with Holmes, even today, Larry retaliates with that heavybag denting jab of his. Ketchel's right came from across the ring, and still Johnson couldn't evade it.)

Having mentioned that, I do understand your reasons for selecting Johnson, and fully appreciate him as a personal choice for you. Careful scrutiny of his footage makes your rational perfectly evident to me. His speed (especially with multiple jabs), and proactive smothering defensive skills are singularly unique among the division's elite.

Though there is no clear cut pick for third based entirely on paper, Johnson would probably be the way I would lean.

Dempsey is the one that comes to mind to me. He was actually rated higher than Louis by many experts, until those who actually saw him fight began to die out.
