Jerry Quarry comes to mind immediately. Firpo is huge in Argentina. This isn't about the best to never win a world title, but a popularity contest.

Jerry Quarry, Sam Langford, Harry Wills, and Art Aragon are all very good choices. Jimmy Young might be worthy of a shout as well.
One man that I would like to throw out, though he was no where near as popular as some of the others, was Harold Brazier. He fought in well over 100 pro bouts, competed against numerous contenders and former or future champs, but never sealed the deal on a world title. A seasoned veteran for much of his career who spent many nights fighting on such networks as ESPN top rank boxing. I even saw him fight in person on one or two occasions back in the day... |
