floyd genuinely believes other fighters use p.e.d.'s. With the recent past - seems like he's right (i dislike floyd but do believe pac was juicing - based almost solely on mosley's feedback)

I can tell you for sure it's genuine. Floyd wasn't the only person suspicious of Pacquiao using PEDs. It became pretty rampant after the Cotto fight. I personally always thought Pacquiao was an incredible athlete and moving up a few pounds wouldn't be a problem for him. Especially since he had trouble making 130 and 135. Good matchmaking helped alot too. I can see where Floyd and others are coming from though.
