Floyd turned into some insecure crazy person as soon as Pac came along.
17. Pac says Floyd can't demand OSDT
18. Pac said blood testing weakens him.
19. Pac's team said Pac is afraid of needles
25. Pac said,"I don't even know what ees a steroid"

and many more excuses to either avoid testing or avoid a fight with Mayweather which would require testing.

He didn't agree to random testing the way Mosley, JMM, Canelo, Cotto, Mayweather, Khan, Ortiz, and a bunch of other fighters are easily willing to agree too.

Shane Mosley admitted to doping. He never tested positive, even with NSAC testing.

No, Mosley agreed above and beyond. Pac did not. Cotto and Ortiz did, Pac did not.

Even after Floyd beat Mosley with full random testing Pac still wanted a 2 week cutoff.

Well **** Floyd is pulling in more money and PPVs you know damn well Pac wouldn't have given 50/50 if that was Pac doing these numbers
