Depending on who you ask, it's Mayweather or no one. Mayweather won it when he beat Baldo, and hasn't lost since. Hed did retire, so many claim that breaks the lineage. However, Jeffries had retired for like 4 years and many considered him the real champ when he came back and fought Jack Johnson. the way i look at it is mayweather beat baldo and reitred lineal champ then the lineage restarted when margo beat cotto then mosley beat margo then mayweather beat mosley so i think mayweather is the lineal welterweight champ but i can see it in another direction as well
