Not really. In his last 4 fights, he fought two top welterweights and neither were ranked #1. Pac fought 3. Pac edges him, but not by much. We have no lineal at welter.

No. That came to an end when he retired. He became lineal by beating Baldomir. A Pac-Mayweather fight should establish a new lineage. Floyd's gonna have to really earn this time against an elite fighter. It sucks he's holding up Pacquiao getting the chance to become lineal champ in a 5th division.
