Only watched Salavarria once, against Hanagata, good boxer, nice jab, etc...and certainly beat Salavarria is a great feat...

I mentioned Brown before because he was IMO, fast, very powerful and had a great reach......a great counter-puncher like we can see on film...slick, good mobility...... he had everything......

The lack of mentioning of Jimmy Wilde astounds me considering his actual weight when fighting at Bantam

I'll try and mention some not mentioned:
Wilfredo Gomez
Ruben Olivares (niether were really that durable but monster hitters, very skilled)
Manuel Ortiz (I don't think anyone of the lower weights could KO him, supremely skilled)

Gomez would be my top choice, but then he was a Super Bantam so I didn't think he was being counted.

He is a bit underrated....rarely mentioned around here....but he was more a tough and powerful inside fighter than anything, I donīt know how good he would be in fights against top boxers or boxer-punchers faster than him in the BW division......
Maybe what Iīm saying is unfair, because we donīt have too much on film.....but I canīt see him as a great H2H fighter like Jofre, Al Brown, Zarate, Harada, etc, etc.....

on the Manuel Ortiz and Midget Wolgast shout-outs!

This is too restricted of a question, so I'm dividing it into two teams:

Jimmy Wilde
Eder Jofre
Panama Al Brown

and lest we forget

Fidel LaBarba
Benny Lynch
Midget Wolgast

(when the latter two were trained, focused and at their best they were damn near unbeatable)
