he was widely believed to hold the mythical P4P 'title', which made him 'the man' in exactly the same way floyd has been 'the man' for years

so if junior witter (hypothetically) held a belt and offered floyd a unification, would you look at that the same way and say floyd ducked him?

No he didn't. Androstenedione, which he got caught for, was legal at the time. The IBF are only people to considered it banned. Roy was not a cheat.
