Why was the ringside guy trying to grope Manny's head?

Who was this guy and why did he leave his hands extended as if Manny was an infant child attempting to crawl to him? Surely he was aware that Manny wasn't going to wake up. And did everyone see his buddy next to him? He looked like he seen a ghost. This had me lmao.
