The problem in the Heavyweight division is fighters not fighting each other

and the heavyweight champion himself is the same

How does the rival TV channel contract thing work? How can Wlad Povetkin happen if they are both contracted to different TV stations?

Thanks for telling us the WBA hasn't made a decision yet about letting Wlad fight a voluntary before Povetkin. I'm surprised they haven't come up with an answer either way yet.
