Kind of. He's in theory/in general a live dog for most HW prospects looking to graduate to contender but not yet having been tested - among whose number Perez arguably is - but really the match-up portents Walker getting KTFO here. Perez is well-rounded in his skill-set, which can't be said for guys Walker has troubled in losses or beaten. Walker tends to get obliterated quickly or shut out when he faces anyone with more than remedial talent and multiple dimensions to their game. He excels against the more limited/straightforward and especially those with outstanding questions regarding their punch resistance. Perez is admittedly undersized but nobody to my knowledge is flagging him as shattered glass waiting to happen (as was done for years with Price, and is being done with Fury, etc) so while a Walker upset KO isn't beyond reason simply by way of him being too much physical man
for Perez there's nothing to point to so far to make him all that live a dog. Perez is the more polished; if he doesn't get overwhelmed by Walker's size and strength he ought to comfortably take it on points or by stoppage due to Walker's own pitiable whiskers leaving him vulnerable to yes, even guys who ought to be down at cruiser.
