Benny Valger (or Valgar), then. You could make a case for a few lightweights during Benny Leonard's reign too (like the already mentioned Lew Tendler).

Sir, jiff you're referring to the Great Boston Tom McMoustache he was the undisputed champion of both Massachusetts, Mexico, and South Dakota. That's a world champ...

Sid Terris had a pretty solid run until 1927. From then on massive nosedive. Old timers spoke highly about the guy.
