the best way to handle this would be probably pac to agree to the test as the chances of getting tested with in 4-7 days prior ( original request) to the fight should be slim. 53-47 split for floyd (assuming gb/floyd contracts ends with he ortiz fight and might be handled by floyd promotions which means more money for floyd but higher money lost up front and possibly on the back end if the is as big as people expect it o be.). and in return pac gets glove size for both partys) ,ring size of choice as well as arum getting cowboy stadium (which the cowboy stadium will probably give a fat check to arum like they did in the past) and a texas boxing commission (which means xylocaine is considered PED and cant be used by floyd increasing hand injury chances). ppv and co promotions 50/50 147 plus unification

He never struggled against Barrera. He floored him a total of 2x (or 3x if you would count that stupid ref call) I think.
He gave Morales an excellent (but not close) 1st match. After the developments to his game, he was the first fighter to ever knock Morales out (2nd fight) and make EM's enormous heart quit after again getting floored multiple times (3rd fight).
He dropped JMM 4x (or 5x if you would include that time when JMM held on to the ropes to remain standing) already, made him stagger a couple other times (though JMM returned the favor a couple of times as well)
He also knocked David Diaz out btw (due to accumulation, but Diaz' chin is well renowned).

And your conclusion is it's "ridiculous" for Pacquaio to have KO power?
