    Were Shane and Floyd only tested once?

    You should check out their interview on FightHype, it explains a lot and USADA is actually the organization that tests the Olympic athletes and the organization that tested all the foreign athletes with the help of OIC when the olympics was held in America

    It won't work. Floyd was a celebrated American amateur boxer, bob and emmanuel will cry about how they have no "neutrality" based off this very reason.

    Let me try.

    When rules are made they are done at the Local level (Village/Towns/Cities), State (provincial) level and National (Federal) level.

    Each level makes their own rules unless there is a provision at the higher level that can be used and they are members of the organization being governed.

    With amateur athletes once they join an Olympic organization then they come under the rules of the national organization.

    WADA is the anti-doping agency created to standardize the worlds use of anti-doping policies. Each country that signs agrees to follow and enforce the policies set by WADA.

    Not every country is organized the same so there are going to be some variations. WADA can preform all of the administrative tasks needed for testing in any country.

    For the US the signatory and recognized agency for testing is USADA. This means any competition conducted in the US for the Olympics, USADA is the responsible testing agency.

    Professional sports do not come under the rules of the Olympics, thus the State or provincial rules govern the testing policies.

    If USADA does the testing, it's bass ackwards because they follow the rules of WADA but the State has an independent set of rules. For there to be accountability, the third party testing agency must be under the State who would be the designated administrator of the testing.

    I thought IABA (Int'l Amateur Boxing Association) or USA Boxing are the ones handling OSDT for amateur boxers.

    IABA is an International Boxing org as oppose to USADA (UNITED STATES anti doping agency). At least IABA is INTERNATIONAL.

    Testing only counts if the Governing Athletic Commission does the administration. Even if a fighter turns up dirty, the testing agency could not release any findings because they are bound by US Law to confidence without a waiver from the person being tested.

    Both are to blame, the only question I have is what changed? why is manny suddenly not afraid of needles anymore? I think he was bullshitting us from the get, I really beleive he just wanted to be treated as an equal at the negotiation table...

    Pacquiao is to blame, if he would have never added that 10 million per pound overweight stipulation to the original contract, Mayweather would have never countered with wanting him drug tested. And this was during the 1st round of negotiations.
