In my first sentence: There is a news article that specifically quotes Travis Tygart. You can read it here:

If there are two Athletes, and I say "the clean one" is standing besides me that implies the other one is dirty. This is my only implied statement.
As for the recommendation report by Sarah Jenkins it specifically says:

"First, the USADA is requesting that its grant be doubled in response to the financial strain of persecuting highprofile cases, such as the recent Landis vs. USADA case."

Or perhaps you missed it? That is not an implication but a direct quotation. They specific say that want more money to chase high profile athletes.

USDA's Tygart cast his lot with Mayweather early on in this controversy by calling him a clean athlete even though Floyd had yet to be tested at that point (sometime in 2009). Why are people surprised that Pac doesn't trust the USDA and would prefer for the testing to be handled by WADA?

The funny thing is that according to Victor Conte, the USDA also doesn't have its own testing facilities. It also outsources the actual lab testing to laboratories that are accredited by, wait for it..., WADA. What's nonsense about eliminating the middleman and letting the NSAC supervise the testing using the WADA-accredited lab?

    A def red flag alert:deal

No way should this USADA organisation be put into the position of possibly being comprimised due too their admitted strained financial position:nono

Fly in the Brits who are handling the Olympic testing & that way you know that the job will be done without any possible hint/chance of predudice:deal

Good job Uncle Bob was alert to all this:D

WADA and USADA are one in the same in the United States, it's as simple as that, not hard to understand. WADA contracts/approves of/utilizes the USADA to conduct testing for athletes who live, train, and/or compete in the United States of America, so I'm not sure what the problem is.

Is it possible for WADA to recommend another testing organization besides USADA for this fight? This is not an Olympic Event so I don't see why they would have to use USADA. What's wrong with using Canada, Australia, Japan, UK, etc? Or even the NSAC if they followed the rules of WADA?

It's really economically feasible to fly in an organization from another country to conduct a lab test.

    Makes sense - great idea
