Not quite. What Arum said has 2 parts: 1 - we will NOT use USADA; AND 2 - we want WADA.

WADA says they will send the work to USADA, who Arum already said he doesn't want.

WADA has always governed USADA, so that part is nothing new. The funny thing is Arum was trying to budge, but also get the upperhand by making another demand, but didn't do his research first.

That is probably the best solution, but who knows what these guys will decide. I ultimately think we still won't get the fight. Now that Arum has Bradley, I think we will see Pac/Bradley before we see Pac/Floyd.

Pac mainly trains in the Philippines because the longer he trains in LA, the more taxes he has to pay.

Yes yes that's great and all, but I was specifically curious about whether Arum himself had said anything about this. ptm argued (and now you are too) that this was the reason that Arum did not trust USADA. Yet as far as I'm aware, he's never articulated anything like this. His own reasons for not wanting USADA I believe were (a) that they would not guarantee that Pacquiao would not be tested within a week of the fight during the first negotiation, an utterly silly objection about the specific organization since the whole point of Floyd's request was that testing would actually be random and (b) that it's not fair to use USADA because Floyd's from the US and that the more prestigious "Olympic organization" (?) or WADA should be used instead, another silly argument since it turns the latter would obviously recommend USADA in this situation.

I personally think your definition of conflict of interest is a bit of a stretch here, but my actual question is whether this being the reason for Arum not wanting to use USADA has any actual connection to reality. As far as I can tell based on his statements, the answer to that is no. Even though I don't buy the conflict of interest story, wouldn't Arum sound much more credible if he actually articulated this basis for his objection, rather than whining about it being unfair that Floyd is from the US?

Arum is right and wrong but readers are at fault also for assuming. Usda dont actually test ether they are middle men for wada using wada approve labs that usda choose which labs they have contracts with to do testing state to state. Locking usda in the contract forces pac to come state side for testing even if his camp is 80% in the phililpines. If wada is in the contract they just have to get a wada approve body to do testing out side of the US. And when in the US the state athletic commission they are training under can do the testing usesing wada approved labs.

The fight is taking place in the USA and the WADA recommends the USADA. What more proof do you fools need that Arum is just reaching for excuses?
