Calling a champion a "paper champion" is disgraceful IMO..
They have been training hard for a long time.. And when they finally reach their goal and becomes a champ, then they should be appreciated and respected..
Not getting mud throwed in their face..

if you're going that route, it may be easier to name the guys you believe are NOT paper champs

winning a world title against a fighter who fights at a lower weight class and is not considered world class is disgraceful,
making a career off your fathers name and getting a gift against a european level fighter who should have been an easy test is disgraceful
getting schooled by a top 10 P4P then spending years defending titles against bums and no hopers whilst not accepting challenges is disgraceful
hiding in your country and getting gifts against low levels is a disgarce

Paper champion is too nice a term. They are title holders, the word "champion" implies they are the best in their field. Chavez Jr is lucky to be in the top 10.

    Nathan Cleverley.

He has somehow won Commonwealth, British, European and now a World title, all without beating a champion. A remarkable achievement for Frank ******.

Wárren is one sly promoter. Gotta hand it to him. In Cleverly's defence, he has a good win against Murat. His world title opponent was a joke. Basically handed the title.

Bundrage is the IBF champ and beat Cory Spinks to take the belt, not Yuri Foreman or Matthew Hatton.

I'd say two of the most important right now are Chavez Jr and Alvarez. Neither guys deserved the belts handed to them nor will either guy fight like they are world champs. And that's fine, since neither are world champs. Just mere contenders with a shiny belt. Although Canelo should be ranked higher in his respective div then Chavez Jr.

Except for the fact that boxing is the only sport in the world that can have 7 different champions unlike every other sport where they have 1.
