bc Floyd knows boxing better then any of those people do, and he knows it's a difficult fight. And its not the overwhelming majority. Those who really understand the game either pic pacquiao or have a close fight.
Because just like PBF said in the Ortiz press conference If loses he wants it to be from a clean and better fighter not someone who was dirty. And I can't blame him for that.

You lose all credibility by saying, "why is Floyd afraid" He has asked for OSDT from all opponents since then and has fought those who have agreed. The same question can be asked in reverse, "Why is Pacquiao afraid to take the tests and face Floyd?" All evidence points to Arum blocking the fight. Neither fighter is afraid of eachother - it's just politics from dirty promoters getting in the way.
Listen man...I'm gonna put it to u as clear as I (and many others) see it...many of the people around Floyd think Pacquiao may be using PEDs, so Floyd requested that blood testing be done. All the excuses and lies and etc. are simply a cover up to the fact that Arum doesn't want Pacquiao to undergo more stringent drug testing. Now if you think that them thinking Pac is on something means that they fear him, well you are entitled to your opinion. But to me it's clear that Floyd has a desire to fight Pacquiao but wants to be sure that he is clean for their fight.
I believe there are 2 reasons for the fight not happening. 1. Its a risk. Floyd thinks a lot of his perfect record, his legacy and maintaining it. 2. Risk-reward. If Floyd can make $40M to fight Ortiz, why should he take a risk and fight Pacquiao.
Arum didn't make Floyd ask for the tests... and if Floyd doesn't ask for the tests then the fight gets made. How was Arum supposed to read Floyd's mind and know he would insist that Pac takes additional tests?
Blame Bob Arum. Honestly, i just feel he holds all this up. I dont think Manny is too political in terms of not wanting testing. I think in those interviews he was battling with lies he doesn't remember from what he wants to say.
