Why did Mora step into to break the fighters before Agbeko went down?

In all the controversy surrounding the 11th round KD/low blow I haven't seen anyone mention this. Russel Mora steps between the fighters waiving his arm and shaking his head to break the action before Agbeko goes down. He isn't even close to being down. His gloves are on his waist, and his knees aren't anywhere close to the canvas. He can't call a standing 8 count, so what's he calling? If Agbeko hadn't gone down after Mora stepped in what would Mora have done?

I have to say, that is very strange. It's like he was thinking "G'damn that was low! But **** it, I'mma' go ahead and call it a knockdown anyway. One! Two! Three!....."

He was giving Mares a warning....for a shot he later said wasn't low. Mora wasn't counting on Agbeko actually going down from it.
