Extensive testing for every pro fighter is a terrible idea.

The cost of extensive PED testing would be a problem to have for every pro fight.
A better idea would be to have extensive PED testing for every championship fight, and for fighters who are making over an X ammount of dollars for a fight.

There is no reason why the cost of the PED tests should not be paid by the promotion thats generating sufficient enough money to conduct these tests.

That's why I originally qualified my opinion with "if it could be implemented." That said, I agree your idea is much more feasible and probably more effective for the resources spent to make it happen.
