Mayweather offered Arum a contract of 10mil guaranteed to fight Cotto & Margarito which was turned down by Arum offering only 7 & 8mil. I have yet to hear of an upgraded counter offer from Arum after Cotto established himself at WW. Cotto was not going to fight Mayweather after Mayweather fought De La Hoya even if Mayweather didn't retire. Cotto was set to fight Margarito then was set to fight De La Hoya who would make even more then a Mayweather fight at that time(If he beat Margarito which most people thought he would). Mayweather was not in Arums plans until after De La Hoya fight. As if Cotto were to beat Margarito and Hoya then they could ask for a 50/50 split vs Mayweather or possibly more. And even if that fight didn't go through he had no problem looking to make Cotto-Margarito 2. Arum had better options for Cotto at that time then to hand him over to Mayweather. The only time Arum would be interested in a Mayweather-Cotto fight would be if Cotto was big enough to demand 50/50 or if he had nothing to lose anymore.
