Yes, The guys he did not fight are overrated as a group. Mosley and Tzsyu being the only possible expetions. He did fight Mosley which means Tzsyu is the only one of the guys who he did not fight is not overrated. You can argue that Cotto earned a shot with his one in a million win over Mosley, but Cotto who is the best of the guys that Mayweather did not fight is grossly overrated.
The guys he did fight on the other hand are underrated in comparsion to the guys he did not fight.

In 2006 Floyd fought Baldomir and Judah, both guys ranked higher (deservedly so) than Margarito.
