    You're not missing anything.

The only reason to have the commision petitioned is to want them to say no.
Actually we all know Arum knew the NSAC was going to say no in regards to permission from them.

The NSAC said it themselves, the parties did'nt need their consent as long as their own existing rules for PED testing was also met.

It was odd that a loose cannon like Tyson had more business sense than Floyd when it comes to negotiations.. Kizer touched on this as to having no idea why Floyd would put on blast the details pertaining to the special testing he all the sudden needed. Had Floyd acted in the typical and expected manner results would have ensured this fight took place.....if Floyd really wanted it.

Isn't it obvious. Mayweather wants to dictate who will be the agency to test so he can rig it. It will be harder to bribe his way out of a drug test that is not funded by HIS MONEY. That is why he is the only one who refused the joint petition.

You are missing a little something. And that's that Arum and Pac aren't going to take test just because Floyd is paranoid and demands it (especiallt taking into consideration ALL the **** Floyd has said), but if the NSAC makes it a part of the testing for this fight, they will abide. See, not that hard.

The point is he didn't even try. Times changed. Circumstances changed. How do you know, based on what the nsac said previously, that they wouldn't agree to it. The state of Nevada depends on events like this to make money, they are in essence in the business of making money.

Explain why would they would let developers build an arena in the middlE of the strip, but won't spend money to allow this testings to happen.

I guess Floyd would not have a problem now because the state itself is tightening testing protocol starting July next year right?

Get the PAC fight agreed upon and then request. I bet it gets approved.

Did the NSAC not make it clear that they weren't going to implement a blood testing policy on account of it being "unsafe"? That being said if you're dealing with people that thick, why would you petition for something they've made clear they aren't going to do? Not to mention the reason given is idiotic and an insult to the publics intelligence.

How do you know that? This is what Kizer said in the interview.

"So if they had done that—of course it would have to have been a joint-petition—if they had done a joint-petition to the commission for additional drug testing where they’d cover the cost so we wouldn’t have any budget issues,

. We’re still happy to do that. Again, my understanding is Golden Boy, Top Rank, and Pacquiao were in agreement to do that, but Mr. Mayweather decided not to do that, and that’s his right. "

    Is he lying now?

Arum twisting shiit? LOL. Arum wasnt even the one being interviewed here. Keith Kiezer was. I guess GBP is twisting shiiit too since they also tried to petition the NSAC for stricter testing.

The funding for the testing isn't the issue, it's the testing itself and how strict it is. Then you have one fighter trying his best to avoid it, so there's no guarantee they would agree to it.
I'm looking for the article now, but the NSAC said themselves that they weren't going to force them to do OSDT and didn't like it
