The test is random. You must understand that they have the option to test when they want and if that test will be blood, urine or both at the same time. The thing you need to realize is that Mayweather and Mosley didn't know that blood wouldn't be taking anymore which makes it random.

Neither fighter knew that they were going to stop blood testing.That's the purpose of random. They could have conducted one test the whole time but since neither fighter knows when they are coming or not they will always have to be weary of using PEDs.

But if there was a guaranteed 18 day cut off that Mosley was aware of the whole time then yes he could look to use PEDs after the 18 day cut off, but he wasn't aware or that would defeat the whole purpose.
