I follow amateur boxing, not as closely as the professional ranks. But close enough to know that the communism excuse doesn't really apply for Poland as it does with Russia.

It does really. Poland was always one of the top countries in the amateurs, not as good as the Soviet Union, but the SU did have the combined powers of Russians, Ukrainians, Kazakstanis etc fighting for them after all.

But you easily compare amateur achievements between Russia,
Ukranina (they been united in the same country) with Poland where
