Maybe i mean he reigned a long time either the 1st or 2nd longest run as champ at the weight and didnt he unify he beat some good fighters depending on who you thought really won

Plenty of less deserving fighters has gotten in. I mean if Barry McGuigan made it then Ottke should be a shoe-in. He was in fact very talented and was one of the best defensive fighters in our time. Like it or not.

What do you mean when you say protected? He was the no.1 at the weight and fought the who's who of the division for several years. ....and there's been much worse than Ottke-Reid. Much, much worse. How about Chavez-Whitaker for example?
