I'm guessing he's offered 7.5 at best. Last time Marquez thought he had leverage, he was left out in the cold and had to take an ill-advised fight in Indonesia just to get out of his Top Rank contract because Arum was happy making Pacquiao-Morales instead. Even though Bradley is nowhere near as big a name/credible an opponent as Morales was, I have no doubt that Arum is perfectly comfortable making that fight instead of a Marquez rematch. He already has given Margarito two huge paydays post-scandal and made a Mosley fight absolutely no one wanted, so he's pretty much immune to any potential backlash.
Marquez deserves a 4 th fight on these terms. This is Pac's chance to really shine which I have faith in him doing. I have the trilogy 1-1-1.

From a business standpoint, Pac should make the PBF fight then JMM. Pac-JMM 4 will still sell big despite pac losing to PBF, but Pac-PBF is gone if Pac should lose to JMM.
