No, it shouldn't be legal even if it is agreed. It would users of PEDs at risk from all of the various side effects that come from them and it would potentially put the opponents at greater risk in a fight. Sometimes fighters need to be saved from themselves, that is why there are now ringside doctors & referees who are supposed to act in the best interests of fighters during a fight. That being said, I am completely in favour of taking recreational drugs off of the banned substances lists. There is no point in testing for substances that do not offer any potential advantage for the user in a fight, obviously this would not include masking agents used to hide the use of PEDs.
So what if Manny Pacquaio and Floyd Mayweather both wanted to use PEDs for their fight? You would refuse to watch it if they somehow came to agreement on it? Would you boycott the fight?
