Pacquaio's hand speed isn't that great. he has short arms and flurries a lot it gives the illusion of him having great hand speed. Slow mo some of the exchanges from his fight with Clottey, and you will see that Clottey actually has faster hands. Pacquaio just throws punches in bunches with those short arms of his.
Mayweather's handspeed is well above average, but not on that upper echelon of handspeed. Judah's hands were noticeable faster than Mayweather's in their fight. Mayweather has impeccable timing to go with the speed he does have though.
Pacquaio and Floyd probably shouldn't be on that list. Neither has faster hands then Khan, Judah, Donaire, or Jones Jr., or Rigodeux. Pacquio was noticeably slower than Clottey when they would exchange, and Mayweather was noticeably slower than Judah in their fight also. While both Pac and Mayweather are above average in terms of hand speed, part of it is illusion. Mayweather has great timing, and Pac throw short armed flurries in bunches.
