I think Bailey will be guaranteed a shot at the vacant title, unless of course he's paid to step aside, but I can't see him doing that. He has a hard job getting an opponent because he's pretty dangerous, I'd hardly imagine Hearn is chomping at the bit to stick Kell in with him.
Looking at those rankings, I can't see Matt v Kell being for the full title. The IBF loves title eliminator and that sounds more realistic.

IBF announced Bailey/Jones would be for the vacant title ages ago. Jones/Lujan was a final eliminator to fight Bailey who's being mando for ages.
That is shockingly bad. 2 fighters who aren't proven at world class level fighting for a world class belt. Their claims to fame is potential and not getting obliterated in a loss. At least if Brook gets the title then he should be faced with a more consistent stream of strong opposition.
