To answer the question, it's clear that the Klitschkos fight opponents who suit them most. Chisora was picked by Wlad but when Steward told him how tough the fight would be, Wlad pulls out and Chisora winds up fighting Vitali. There was never any chance Chisora would get a shot at Wlad once Steward told him how tough the fight would be.

Stylistically, Vitali has more edges over Chisora than Wlad does. Te likeliest outcome for a Chisora win against either brother, would be a stoppage over Wlad and that's why he's fighting Vitali.
