I can go there without a passport and the "Chief of the State" is the President Of the United States-

They have their own government but our Executive, Legislative, and I believe our Judicial branches, are involved most everything.

    You tell me :think

The President of the USA picks the governor and there are 2 judges that are on that same level that the Governor is on-They make many decisions.

I don't think it makes very much of a difference, besides it seems that he may already be in Florida setting camp:

It's still not the same as a U.S State. Will Floyd ask Cotto to come to the United States for his training camp?

No because Puerto Rico is US territory-It's US Soil. It's the same as a US State in many many senses.

When you go to Puerto Rico, your greeted by US Customs.:good

I'm not arguing with you, I'm telling you.
    :hat
Note-In the end Pac would be able to train where he wanted as it relates to this thread. Floyd has "no real" grounds to ask him to train in the USA...he can ask but Pac can say no...It's not like you have supporting documentation on the training in the way you have supporting documentation on the split-:deal

All the perks without U.S. income taxes.

USADA can roll into P.R. any time they want.

No offense, fellas, but this is quite a silly thread and I feel dumber for reading it.

Yes, Puerto Rico is a U.S. territory, but there's quite a bit of corruption there. So, the question in itself is valid, even if the answer is obvious.

There's no need delve into it any further by asking, "Do they use the same Elvis stamps we do?"... or stating "I can fly in without a passport, and a kilo of cocaine." We get it, but it's irrelevant.

And asking Poochiao not to train in the Philippines is much different because the level of corruption is even higher, and Poochiao owns the Philippines.

Now, will Floyd ask Cotto to avoid training in PR? No, plus, Cotto trains in the States. Non-issue, really.

Cotto usually trains in Florida(Miami/Tampa/Orlando) and plus Puerto Rico is part of the US.
