Broadcasters have a huge say though, if they veto fights based on quality then top boxers will have to fight each other or they wont get on tv which leads to less exposure which leads to less money. Everyone cant just sit back and blame each other, everyone has to take responsibility for making fights happen. Not that it would ever happen but if broadcasters refused to put Pacquaio or Mayweather fights on unless it was against each other we would have had the fight by now or they would have retired as they wouldn't fight without a tv deal and i'm willing to bet that faced with that option they would fight rather than retire.
And in the case of Cleverly V Enzo or V Cloud it speaks volumes about how bad either boxing's reputation is with the media or how bad promoters are these days at selling a fight if its so much easier to sell a fight between two countrymen than two champions partly unifying a division.
